Yeah, you can record something like 3 minutes of game play, however, I think it's merely just a recording of the order that buttons are pressed in the game, so it doesn't actually record any footage in any other format than one that can be read in Brawl. So basically when you record it, you're not going to be watching it on your computer or anything.
