248 HP EVs make Ninjask have 325 HP. It's remainder of 1 after 324 which is divisible by 4, give it the chance of creating four Substitutes for four Speed Boosts. If it's safe, Ninjask can pull a Swords Dance to Baton Pass it. In case I am not able to pull off a Swords Dance, there's the Liechi Berry to guarantee I get an Attack boost.

This is the one who I will be passing boosts to. I raised the EVs like that because his defenses are so good and using it all on Attack and Speed would be pointless because I am passing it all to him. He would have more than the maximum amount with the passes. With four speed boosts, he reaches 558 Speed, and with the guaranteed Attack boost by Liechi Berry, 446 Attack. His Special Defense is boosted to 354 by his Rock typing in Sandstorm. Stone Edge and Crunch are there for great STAB, and Dragon Claw and Fire Punch provide for great type coverage. With added speed, Scizor can't hit with Fighting type moves before Tyranitar kills him with Fire Punch, so Scizor will find himself using Bullet Punch instead, but Tyranitar should be able to survive with maxed HP and Defense...Right?

First things first, I set Stealth Rock because every Pokemon will get hurt by this setup. I then setup one layer or two of Spikes for the Pokemon that resist Rock and that aren't Flying or Levitating. Roost when necessary, and Whirlwind away Pokemon that have boosted their stats or to simply see them get hurt by the traps.

Scizor is getting his Attack boost from Swords Dance, so I'll just raise the EVs to where he might live longer. After one Swords Dance, his Attack becomes 546. Scizor attacks with priority from Bullet Punch. X-Scissor provides for great STAB. Brick Break is there to cover Steel types and to nullify Screen protection.

12 HP EVs make Empoleon have 312 HP, which is divisbile by four. Switch on to one of the 12 types that Empoleon resists, Agility on the switch, and create Substitutes until the Petaya Berry activates. With the Special Attack and the Water power boosts, Surf becomes a major threat. Grass Knot OHKOs Swampert.

It's a tanker. It still has great Attack power and can definitely take many hits. The Sandstorm boosts his Special Defense to make it even well. Solid Rock reduces Super Effective hits by 25%. Avalanche is used on Dragons that like to hit with Outrage or Dragon Claw, and Megahorn covers Celebi.

I know one thing that will hurt the starting of this team, and it's hard hitters with priority moves, Whirlwinders, and the rare Hazers. I might keep a Heatran as a back up to deal with teams that have Scizor, Lucario or Skarmory as a starter.

Ninjask needs Protect somewhere for Trick-Scarfing leads, which instantly make it useless.

Also, give Scizor Superpower for a bunch of Steels that otherwise wall it.

99% of Scizor have Superpower (or Brick Break), WouW's right.

Taunt leads are fairly uncommon (Aerodactyl and some Azelf), so I doubt X-Scissor is really necessary. The only common lead you can hit super-effectively is Azelf.
