Don't stand and charge smashes, don't use moves with so much punishable lag like ending lag like ftilt, dash attack, and the green missile. Use the tornado when it will punish/outprioritize an attack, not when it can be shielded fully and ending lag punished. Also letting your falling tornadoes touch ground is usually best because it is much faster on the ground.
try two aerials in a shorthop, and a lot more short hop approaching.
Luigi has a moveset that is all fast and flexible enough to have very little need for moves that have punishable starting/ending lag. He's a very fast attacker, especially in the air. Stick to the fast moves as much as possible so you don't give your opponent a chance to punish you.
Jab combo or dsmash to clear things in front of you, fsmash is too slow for that. They are also only very slightly shorter in range than ftilt.
You can use up-angled fsmash to kill, it is significantly faster than normal fsmash and can kill off the top at very good %
Use down-b for extra height when recovering. It is momentum based so if you do it out of a fast fall you'll likely only hover in place, if you do it any time while you're ascending you'll get a ton of height. Doing it normally can be just enough to clear the ledge safely, which was the case with marth
