If you're replacing a stage with one intended to go over another (e.g. replacing Yoshi's Island with a stage meant to replace Battlefield), then you need a REL module. Otherwise, no.

Well i got the arko's project m build and i don't have the modules and it freezes when you enter the stage on "READY" Is the rels why?

What do you mean? Do you have a /module/ folder at all? If not, download it again. If they're still missing, contact the creator of the build and inform him/her that the modules are missing.
