Quick question about random select for someone smarter than me

well 2, technically, but somewhat related. i searched quite a bit through kc-mm forums but never found anything so...
1) is it possible to have a character costume slot selectable with the random button but not by normal means? (ie just not appear on the css screen when you cycle through costumes)
and
2) is it possible to make certain costume slots not selectable with the random button?

Something similar to the random stage select screen, but for characters, would be amazing if it were possible aha. I'd like to know a bit more about this too.
