Quick Q about tournament procession

In a double elimination tournament like the one in this picture

when are the loser (L) matches played? after the winner of the winners bracket is decided?

they're played whenever both players are decided (i.e. once you know who L1 and L2 are, they can play their match)

different tournament directors have different policies on scheduling matches, but the few times i've had to do it, i've found it faster to prioritize loser bracket rounds ahead of winner bracket ones
