So what is a decision? I hear pros talk about them a lot but I've never heard of what they are or where they are applied. Is it just overall they are applied or is it in specific to certain situations? And how does a situation react with a read?

You look at what is on the screen and then choose an action based on that. It applies to every single moment you can make a meaningful decision (which is almost all the time in melee).

That doesn't even make sense. Situations don't react - players react to situations. A read is a decision you make that is in more of a grey area. You decide to do it because you think it is what will beat your current opponent right now as opposed to something guaranteed such as rolling from the edge to prevent your opponent from grabbing it when their up-b cannot get them on the stage.

Sorry i meant decision instead of situation but dumb question.

Ultimately, we cannot read the mind of what an individual is saying. A decision from one player to another might vary. To me, a decision in smash is when you have the choice between multiple optimal or good sub-optimal choices. One example is in the situation of Marth grabbing a fox/falco. Do you attempt to tech chase them or simply chain grab despite that platform there? Either choice I think is valid given you can cover tech options.

My guess is that this stems from how many times players might make decisions which are sub-optimal.
