Question regarding Falco Shine.

Hey! I have recently picked up Falco as a secondary for Peach since I believe he fits my playstyle quite well. I just have this strange occurrence that I can't find an explanation for. While playing friendlies with my friend when I go for a shine on the ground it will connect but the opponent won't go up, instead they will just hit the ground immediately in front of me. This has happened while he was playing Fox and then again while playing Falcon, I would like to know if this is happening because of him SDI-ing down and not being able to tech or if he is attempting a crouch cancel or even just some strange glitch involving Fox/Falcon's fall speed. Any help or information will be much appreciated!

Lol, it's him crouch-cancelling, it only happens early on.
