I just thought of this and I want it to be clear for future reference. It's a very specific scenario, but technically possible.
Say P1 has 140% damage and P2 has 70%, both players have 1 stock left and the timer is running low. P1 up-smashes P2 and he enters the star-KO animation, but the time runs out before his stock is taken.
Now who would win this game? Because P2 was on a straight track to lose the game, but P1 had more percent than P2 after the time ran out.
(I'd assume P2 would win, but I'm just curious).
