question about stage striking

Hey all, I was just reading over the Apex ruleset for project m and I noticed that the stage striking for the first game is in a 1-2-2-1 list. Does this mean player 1 strikes a stage, player 2 strikes 2, player 1 strikes 2, and player 1 strikes 1, leaving them with one stage? Or does it mean 1 strikes a stage, 2 strikes two, and then 1 strikes another?

Its just very confusing to me and I'd like some clarification on the subject
