Question About Neutral Positions of the Controller

Is it possible to get the controller to take the current position as neutral by holding X+Y+Start in Dolphin just like on a GC/Wii? I know (at least I'm nearly certain) it's not currently possible. And that's not what I'm asking. I'm asking if it would be possible to implement this feature into Dolphin (or a custom Melee ISO) or if there's some limitation (e.g. hardware) that makes this impossible to do.

It is possible to set a new neutral for the joysticks using X+Y+Start in Dolphin, or simply unplugging and replugging your controller.

If you want to make it impossible to reset your controller's neutral positions without holding a string of inputs or unplugging/replugging your controller, that's not possible due to how controllers send information to and from the GameCube.
