Question about CSS icons.

How do I get the glow around the Icon?I'm curious, this was the icon I was going to work on.If someone can help me out in some way.It's be appreciated. That picture is an example, I may not use that exact picture but that's one I made real quick with CSPs I found on Brawl Vault

If you have two layers (Mario face and purple background), just select the first one and click:

Filters > Lights and Shadows > Drop Shadow...

Be sure both Y and X are 0. Then select the color of your choice, try the opacity slide bar and click OK.

Personally don't like GIMP and prefer Adobe Photoshop, which you can download for free from Adobe's official webpage (but just CS2 version, which is a little bit outdated, but still useful).
