Somebody in the PTE discord named Rockforge posted this list of startup frames one day. It may be slightly inaccurate in some areas but it's all we got so far.
This list basically counts the frames until the move activates. I understand that Billy and Mandy's up smash (up knockout) is when the knockout attack releases, so that may apply to all knockout attacks.
