PSA Comparison Tool - Possible?

Was just wondering if it would be possible to make a tool that lets you select two separate PAC files and it will run through all of their attacks and whatnot and give you a comparison at the end? I figured this would be useful for making changelists (at least to the point of what you can see in PSA).

Possible, yes, but I don't know if anyone intends to ever do so.

Use OpenSA2's dump tool to dump two pacs to text files, and then open in Notepad+ to compare.

That's about all we can do for now though.
