Protocol for d/cs in online tournaments?

I'll make this short; I was in a second match of a 3's and before either of us has had taken 5%, I d/c'd and SD'd off the side. We reconvened through my phone and my ISP was just dead for about 20 minutes. Once we began anew, the same matchup and stage, I knocked him off-stage at kill percent and there was immediately a Communication Error. We each had one stock and were at kill percent.

He sent a message after through a third party forum just saying "**** you Nintendo". No loss of internet on his part was implied.

Are there outages occurring today specifically? How is a situation like this handled, generally? One might say, "Don't put too much weight in online tourneys." Which is acceptable, true, but doesn't address the issue that will continue to exist ad infinitum.

What is the protocol here? Is it affected by how far along the match is, how close to kill percentage someone is, and especially, if they're in the actual process of being launched to death?

It'd be up to the tournament organizer.
However since nothing actually happened in the second match (the results screen did not declare you the winner) I personally would have the match replayed, whether that be a 1 stock tie-breaker or whatever. if it's too late, then the match has to be decided somehow, probably by percent at the time of the D/C similar to the game going to time.

Also consider from a discussion standpoint...if you clearly launch someone to their death and then SD before they die, do you win? no!
