Project m launcher freezes

When ever I launch the launcher and I try to update my project m 3.0 it stops mid way and will not update any farther. And I cannot download it manually because the cafes I go to wont allow me to download. But seriously the launcher isnt working for me.

If the internet you are using doesn't allow downloads, could the launcher be failing for the same reason?
