Most of Project M's character files are integrated with the codeset to function as they do. The filesize of the character .pac's would be absurdly higher if this weren't the case. So the answer is no.

Project M utilizes both codes and modified motion.pac files for individual characters. Are you trying to get Falcon's melee physics and air dodge? You wouldn't be able to transplant those into vanilla brawl's environment.

A lot of universal physics changes are all within the fighter.pac ie. respective codes in the .gct file. You lose out on critical things like the momentum engine, dash dancing, a number of ledge mechanics, and even some character-specific things without it.
