Is there someone who can tell me exactly what codes are in the Project M RSBE01.gct file and separate them? Like, Brawl Minus has a .txt file that has all of the individual codes and what they do listed, and I want something like that so I can possibly add/remove some or use them with other hacks.

Download GCTEdit. It will allow you to look at the codes, edit them, then repackage them.

Right, but that only works for a few of the codes... I want ALL of the codes separated and identified, not just a few of them.
