Problem with cbliss tool

After I update my PM 3.6 GCT with 11 costumes for Marth, I take the updated GCT and put it in codes. It then loads vanilla Brawl. Why?

You must be using hackles well you need a custom game config by a amazing guy named mewtwo2000 because without it you have too much codes since I'm bussy right now so I will link later(I promise) unless you find it
