I don't exactly know what you're talking about. Most of Sheik's attacks have relatively low priority, though her tilts are decent. What really makes them broken, though, is their 2-frame startup lag.

Anything that's slower than 3 frames.

Well, priority doesn't always have to do with frames. For example, Link's uair outprioritizes his dair when both are extended (nothing to do with startup).
