So discovered this technique last week with Lucas. It's extremely useful with Lucas because of the tight turning radius of his PK thunder but I couldn't think of how it could be useful with Ness because of the way his works until earlier today.
The technique is done by running toward the edge of any platform or stage and just as you are nearing the edge, pressing up B. The effect should be that you will keep your forward momentum and slide off the ledge. Ness keeps moving while his pk thunder comes out at the point where you pressed up B. You can see a video of Lucas doing it here: http://youtube.com/watch?v=Ytvd1mUeQps
Unfortunately this technique does not have quite the same effect with Ness but I think it can still be useful. What I realized today while doing it with Ness is that when it's done correctly the tail of the pk thunder starts just behind Ness. I also realized that if you don't hit Ness immediately like you normally do with Lucas for this technique you can have a lot more control over it and shoot yourself in more downward angled or backward directions. When an opponent tries to attack you while you are attempting this technique they can get caught in your tail and are helpless as you PKT2 right into them. Give it a shot and tell me what you think. Maybe this could be useful for some mindgames if done right.
