Possible to add new characters and stages to ssb64 rom?

People have added new maps to goldeneye 64 and there's now a multiplayer hack for super mario 64. I was wondering if it would be possible to add new stage or even new characters to ssb64 by hacking the rom?

I know that some people (I think in South America?) made a stage that resembles pokemon stadium from melee by taking dreamland and removing the top platform. Except they didn't do it right and the edges of the top platform could still be used to ledge cancel moves even though they were invisible. But yes, somehow, people have been able to at the very least edit stages to some extent

According to Felipe and Danny, it's possible to add textures and remove platforms, but there is not enough knowledge to move or create new platforms.

No idea about chars, I guess it's even harder...

Knitephox used gameshark to play on final destination. Its a boring stage though. I was playing Isai on it for about 15 minutes and then he was like "this stage sucks". Knitephox was not amused.
