So near the 38 second mark Roy begins to down tilt Wario and spark come out as if it was barely scraping the foot, it also works with f-air.

If you go into training, choose Mega Man as you AND your opponent, go to an Omega, and down-tilt 3 times, the third will most likely give off theat spark. (aka a Glancing Blow) It may take a few resets but it usually works.
