This is just a theory, I might actually test it and then upload it via YouTube.

Snake's forward air can auto cancel.

I know that as a Wolf player, our most aggressive and safest shield pressure option is shine/double shine (the double is for the hype/fear factor) SH fadeaway autocancel forward air.

Would it possible for Snake to do a Wavebounce (turnaround B-Reverse, allowing Snake to Cypher backwards) autocancel forward air?
Especially on the ground?

Forward aerial might be safe on block, but Forward aerial has 20 frames of startup, while cypher is supposedly only +3 on block (Giving it the benefit of the doubt, let's assume it's +4 on block from all of the shieldstun). If you're talking about cypher off the ground into forward aerial, that'd be -16 on block: if you repeat the string over and over again, a character with any fast OoS option can probably hit you first if they hit.

That being said, if they don't predict the forward aerial (or just didn't think they had enough time to counterattack), it might be viable. Try it in matches, and see if it works.
