I know what you are thinking, Popeye can't be in, but he has a chance, here's why.
Popeye is a game designed and released by Nintendo based on the Popeye comic/cartoon character.The object of the game was for Popeye to collect a certain number of items (24 hearts, 16 musical notes, the letters in the word "help" - depending on the level) while avoiding The Sea Hag, Brutus/Bluto (Brutus was the character's name in the King Features shorts, not Bluto), and other dangers. The player can make Popeye walk back and forth and up and down stairs and ladders with an 8-way joystick. There is a punch button, but unlike similar games of the period, no jump button. Each level has a can of spinach. If Popeye punches the spinach, he can temporarily become invincible and knock out Brutus just by running into him; although after a few seconds Brutus will swim back out and be ready for action again.
In Round 1 (the dock scene) of each level is a punching bag, which Popeye can use to knock a nearby barrel loose from its position (centered near the top of the playing field). If the barrel falls onto Brutus' head, the player earns bonus points (based on where Brutus was attacked) and renders Brutus harmless for several seconds.
Otherwise Popeye's attacks did nothing to his nemesis.
Other licensed Popeye characters in the game are Olive Oyl, Swee' Pea, and Wimpy though they are decorative and do not add to the gameplay

Donkey Kong originally started out with Popeye characters in the roles, with Popeye originally in the role of Jumpman/Mario, Bluto as the role of Donkey Kong, and Olive Oyl as the role of Pauline. But due to licensing disagreements with King Features, this idea was scrubbed. When Donkey Kong went on to have great success, King Features agreed to license the characters again.
The background music from the first stage can also be heard in the modern version of the Game & Watch handheld, Octopus, in Nintendo's first and fourth Game & Watch Gallery titles.
On July 15, 1983, along with Donkey Kong and Donkey Kong Jr., Popeye was one of the first three games released for Nintendo's Family Computer (Famicom) game console, also known outside of Japan as the Nintendo Entertainment System.
Now, What can his special moves be.
B: Toot Toot: Puffs of smoke comes out of his pipe, when a character gets caught in the smoke, they start chokeing and and can't move.(Kind of like Jigglypuff's sing move when characters fall asleep.)
Side B: Anchor: Popeye pulls out an anchor and throws it at enemys. There are different size anchor which does different amounts of damage(Small: 5% of damage, mediam: 15% of damage, and large: 25% of damage.)
Up B: Pipe flame: Popeye's pipe shoots fire downward and shoots Popeye up, like if he was a rocket.
Down B: Anchor Arm Uppercut: Popeye's muscular forearm grow 3 times it's size and does a massive uppercut.
Final Smash: Spinach: Popeye eats a can of spinach and both of his muscular forearms grow 3 times it's size. Then you take control of Popeye and do massive damage. Popeye is invicable. Popeye only stays like this for 15 or 20 seconds.(Kind of like Bowser's Final Smash.)
I'm not saying he's going to be in Brawl, I'm just want to know what other people think.
If not a character, may be an assist trophy.
