I'm getting a little annoyed by some people's responses... mainly because they are ignorant to understand why Popeye really isn't a joke. Captain Caveman is a joke. Popeye has a real history with Nintendo and while I doubt it would happen, it is more feasible than any joke character that could have been posted.
What garners him a plausible spot among the elite? It is a well documented fact that Popeye, Olive Oil and Bluto were originally suppose to take the places of Donkey Kong, Jumpman (Mario), and Pauline in Nintendo's very first arcade game, "Donkey Kong" (well it would have been called "Popeye"). Nintendo failed to get the rights from King Features to use Popeye in Morimoto's genius design and that is why Donkey Kong and Jumpman(Mario) were born. If they had gotten those rights we would have seen Popeye scaling construction sites to save Olive Oil. Mario and Donkey Kong may have never been born at all.
Following the success of "Donkey Kong" King Feature decided to give up the rights and a Popeye game was made, thus making him the very first cartoon character to ever be featured in a video game.
The lore is too rich to deny Popeye a spot in Brawl
