Pokemon IV's

Now I've read a few guides about ivs but I sill don't quite fully understand. I know max ivs are 31. Does this 31 just mean an extra 31 points in a stat? Do baby pokemon inherit iv's from both parents or just one? How many are passed from parent to baby?

Also those of you who have played emerald may have went to the batller frontier... And perhaps talk to the old man inside the house next to the pokecenter. He asked to check your pokemon and speaks of your pokemon best stats. Speaking of their best stats, Does anyone know if this is connected to IVs Or is he speaking of something else ?


Can someone explain in a little depth?

Yes the old man tells you your highest IV. In D/P your highest IV is mentioned right in the summary so it's much easier.
