Sort of a stupid question, but exactly is a pivot? Is it when you turn your character around and use a tilt really quickly to mixup or extend a combo? And how important would you say it is to know how to pivot consistently?

On a second note, how effective would it be for Jigglypuff?

When you dash dance with a character the instant you turnaround your character actually stands in place for a frame, and if you reset your stick to neutral on that frame you will essentially stop in place and be able to instantly do any grounded move other than neutral b. As puff's tend to spend a lot of time in the air I wouldn't say it's quite as useful, but I have seen Hbox pivot f smash or grab to tightly space around a Fox drill and punish for example

Also I wouldn't say it's super important with most characters competitively. I do think it's extremely useful and I personally do it all the time, but most people will only pivot grab and smash attack (which are easier than some other options) if they pivot at all. I do think it would be beneficial to learn however

To add to what Dolla Pills said, you can pivot from standing to do instant turnaround moves. So if you do a smash turn (as opposed to a tilt turn), and grab or jump on the pivot frame, you can do a standing turnaround grab or do a neutral jump facing the other direction. This lets you do instant turnaround grabs or do a backair in the direction you were just facing, both can be really good for puff.
