According to this calculator, Falco's jab wouldn't break Peach's CC until ~227% in melee. 130% in PM doesn't sound too far fetched.

according to the PMDT, CC is the same as in melee; unless you show us a side-by-side comparison/ gfycat of the same move in both games, it's hard to really prove CC itself is stronger. In general, pm CC is stronger only because more heavies are viable, so it's more noticeable.
