PAC files not opening in Smash Attacks

I'm using Project M (Unbound if that's relevant) and I'm trying to edit character's fall speeds from Brawl PSAs to fit into Project M physics. I have no idea how (or if possible) to edit these in BrawlBox. When I use Smash Attacks, some files work fine, but some can't open for some reason and I can't edit anything. Is this fixable?
