.pac and .pcs files?

Do you need a both types of file if you want to change a characters shape as well as color?

Only for a few characters. If it freezes with only the pac on, just use the pcs as well.

I'm trying to use the texture in this thread and it came with both types of file so i'm kind of confused...

When it comes with both just use them both.

If you aren't sure then use both.

I am not entirely sure the reason why their exists a .pcs and .pac. However, you absolutely need them for characters with transformations such as samus, sheik, pokemon trainer, etc. Without it, the game freezes when they switch out.

If your using straight up textures changes in a .pac or .pcs for a character without a transformation, then you can either use both or either. Does not matter.

Otherwise, its as infersaime said.

.pcs is used in Vs. mode for all characters. All transforming characters need both; for the rest, the .pac is optional for Vs. mode. Using the optional .pac will make the texture show up in single player modes and wifi, which it will not do if you only have the .pcs.
