Random Ruleset:
1st match:
  • Both players pick random characters, and play on a random level.
2nd match: Loser has 2 options:
  1. Same level as the first match but with the characters swapped between players
  2. Both players pick random characters again and play on a random level
3rd match:
  • Random character dittos, random level.
This is a pretty cool ruleset imo. If used in a tournament, they should pick characters and levels with dice, since I think that the in-game random level select is weighted, and people could force their games to have a higher probability of going to certain levels.

Tier Ruleselt:
1st match:
  • Pick from the bottom 4 tier'd characters (bluigi, samus, link, ness)
2nd match:
  • Pick from the middle 4 tier'd characters (mario, yoshi, DK, jiggly)
3rd match:
  • Pick from the top 4 tier'd characters (pika, fox, kirby, falcon)

Any other ideas?

in-game random level select is weighted,
could you elaborate on this? i do think sector z comes up a hell of a lot. we used to play til like 2am and could only finish when hyrule came up - sometimes it wouldn't for eight, nine matches straight.

only thing i don't think is cool is random dittos. i mean if it comes out that way fine, but mreh. it should be noted i can only play two characters at an okay level and thus would lose literally every single match i played with this ruleset. regardless, it'd be fun.

My newly erased game has a pretty even distribution of levels when random selected. Before it was erased, it was like 20% or higher chance of going to zebes

But it is just a hypothesis.

How is your better CPU project going by the way?
I have a real job where I have to work. Also haven't decided how to approach it: Image processing or reading the ram. The former could be carried over to a console if there was a computer to console adapter, the latter would be useful if we ever wanted to make level editors and other hacks. So I might as well make a level editor first. Probably will start that in a month or two. But stay on topic.

Best of five set:

This would be done blindly by both player
Give the opponent 2-3 characters that they may not choose for you, then they pick your characters for matches 1-5 without repeats.

For example: if I was playing CMU I could strike Ness and DK for myself. He could then pick my character load out to be something like this:
Match1) Link
Match2)yoshi
Match3)Samus
Match4 if necessary) luigi
Match 5 if necessary) Mario

Stages could be either random, or the recommended stages including whatever both players wanted to and could be picked by the person using the character lower on the teir list. In the case of a ditto a coin flip could determine who selects the level.
Players could even strike a level or two each and the levels could be predetermined too, and both players could alternate picking levels without knowing yet who they will be using, but knowing who their opponent will be..
