Optimal to remove staling on down time?

I have been thinking about this for a while. Is it optimal or a good idea to remove the stale-move negation when you are waiting? There are a lot of opportunities in a match that can be taken advantage of, like during the star KO animation, respawning, during some Pokémon Stadium transformations, and some others. You could simply jab, or do your character's fastest attack (like Fox's short hop double laser) to quickly remove staling, which removes the damage debuff for overuse.

I think Melee and 64 only impact the damage of a move the more you use it, but Brawl also impacted knock-back as well. Is this right?

I'm a Sm4sh guy but I'm pretty sure from Melee onward, and maybe even the 64, moves only enter the stale queue when they hit an actual hurtbox. So using any move outside of hitting your opponent isn't going to reduce staling.

Yeah, pretty much what a Scrub said (hehe). It's pretty much impossible to unstale moves during downtime, probably only by hitting shy guys on yoshi's. Read the article on move staling on smashwiki for more info

You can only unstale moves if they deal percent. Hitting Shy Guys or Brinstar's stage goo has no effect, but hitting Nana does (you're dealing percent when you hit her, you just can't see it).
