Only 11 spots left on CSS

Each row can have 13 possible characters when you shift everything to the edge. In order to fill the CSS completely, you need 11 additional characters.

Missing from the CSS includes Duck Hunt, Dr. Mario, Lucina, Dark Pit, Wario, Mr. Game & Watch, R.O.B., Falco, Mewtwo and Mii Fighters. That's 10 spots accounted for which gives us options.

+The 11th space was originally reserved for Ice Climbers and have since been abandoned but might appear later.

+The 11th spot could go to one final DLC character

+The 11th spot will be a DLC button which allows you to cycle through (with L and R) DLC in a similar fashion as WWE 13.

+The CSS changes to accommodate more spots by dropping the black line and names from the character boxes which perfectly makes a 5th row.

+The CSS resizes or changes in a different way.

They only need to fill 1 more spaces to accommodate every DLC character they feel like adding. An icon on the bottom row that you can click and open a characters you downloaded sub-menu like with Miis.

Filling the entire select screen with icons with no stylized line spacing would just be unappealing to look at.
