I enjoy the SSB clone Cartoon Network: Punch Explosion XL for Wii due to having an extreme amount of similarities to the Super Smash Bros. games. But a problem is it's far from having the polish & quality you'd find in the Smash games.

Since the Wii has been extensively hacked and there's a strong Smash hacking community, what are the chances of someone turning the game into something that amounts to the quality of the Super Smash Bros. games?

I'm aware that this game hasn't been hacked so no tools or documents are available but a small company game can't be more complex than Brawl's hacking.

So is there any hope?

You could always just jack brawl/and replace everything with CN content. Now you have a punchtime explosion game built from brawl.

The thing is CN PTE had the potential to be a good Smash clone and making a Brawl mod with a Cartoon Network skin isn't going to reveal that potential.
