Odd animation glitch

This is not that Snap-back glitch, I got that sorted out. This one, I have no idea how to fix.

My Wesker character replaces Snake and his running animation has around the same amount of frames as Snake's. However, in game it's played absurdly fast, almost 3x faster than it really should.

If this glitch has been encountered before and there's a fix tutorial (I didn't see any in the directory or the Animation Glitches thread), then please let me know.

That doesn't tell me much.
But I haven't found anything anywhere regarding animation speed. Both in the motionetc.pac and the character's data .pac
