This team is untested.
name: Dewgong
item: Damp Rock
ability: Hydration
nature: Calm
evs: 252 HP / 6 Def / 252 SpDef
move 1: Rain Dance
move 2: Encore / Ice Beam
move 3: Surf / Aqua Jet
move 4: Rest
My lead, I guess. Sets up an eight turn rainstorm. Rest because Dewgong's my only Rain Dancer, and I need him to stay alive. Besides, Hydration will immediately wake him up during a rainstorm. Encore can help out my team. Dewgong can actually take some STABed Thunderbolts and Encore them, allowing three of my other Pokemon to safely switch in. Aqua Jet provides more team support by KOing weakened sweepers. It's either that or the tried and true Surf. At least they both get a boost from STAB and the rain.
name: Lanturn
item: Leftovers
ability: Volt Absorb
nature: Calm
evs: 40 HP / 192 SpAtk / 240 SpDef / 36 Spe
move 1: Thunder Wave
move 2: Confuse Ray / Ice Beam
move 3: Surf
move 4: Thunderbolt / Thunder
Special Sponge; First of all, the ev spread is the standard from Smogon's, and it seems so random, so I plan on making a new one soon. Any suggestions?
As previously stated in the Dewgong explanation, this is one of the three Pokemon I can switch in on Encore or predicted Thunderbolts. Thunder Wave for support, and the Speed reduction can help out one of my Pokemon. I could go for Parafusion or more coverage. I'm edging toward the former. Thunderbolt or Thunder should be an obvious debate. Thunderbolt is weaker but has 100% accuracy despite the lack of rain. Thunder, on the other hand, is stronger and has a chance of paralysis, but I have Thunder Wave for the latter, and Thunder has an unfortuantly low accuracy in a dry battlefield (and I'm not talking about Sunny Day).
name: Quagsire
item: Leftovers
ability: Water Absorb
nature: Relaxed
evs: 252 HP / 252 Def / 6 SpAtk
move 1: Earthquake
move 2: Ice Beam
move 3: Toxic
move 4: Protect
Physical Wall; Kinda Toxicstalls, too. Water Absorb can help heal Quagsire when the opponent uses Surf, trying to take advantage of the boost from the rain.
name: Toxicroak
item: Leftovers / Wide Lens
ability: Dry Skin
nature: Jolly
evs: 24 HP / 252 Atk / 232 Spe
move 1: Swords Dance
move 2: Poison Jab / Stone Edge
move 3: Cross Chop / Brick Break
move 4: Sucker Punch / Earthquake
Physical Sweeper; Poison Jab gets STAB and hits those annoying Grasses, but most of those annoying Grasses are Grass/Poison and Poison Jab has bad coverage. Stone Edge is... Stone Edge. The decision of Cross Chop or Brick Break is a simple debate between power and accuracy. Cross Chop works with Wide Lens (as does Stone Edge), but Brick Break will hurt enough with Swords Dance, has better accuracy, and can remove the occasional screens. Sucker Punch is Sucker Punch, and Earthquake hits the occasional Nidos, as well as many other UU Pokemon.
name: Rotom
item: Choice Specs
ability: Levitate
nature: Timid
evs: 6 HP / 252 SpAtk / 252 Spd
move 1: Trick
move 2: Thunderbolt / Thunder
move 3: Shadow Ball
move 4: Hidden Power [Ice] / Will-O-Wisp
Special Sweeper and Tricker; I'm leaning towards Thunderbolt. Shadow Ball gets STAB and may lower the target's Special Defense. HP Ice for BoltBeam or Will-O-Wisp for status.
name: Parasect
item: Leftovers
ability: Dry Skin
nature: Adamant
evs: 252 HP / 252 Atk / 6 Spd
move 1: Spore
move 2: Substitute
move 3: X-Scissor
move 4: Pursuit
Yep. I'm using him. Spore is obvious; Why'd they freaking give it to Breloom? It was Parasect's only reputation. Substitute should be obvious, too. X-Scissor for STAB. Pursuit is to hit those Psychics types who try to flee from a predicted X-Scissor.
Okay, there's the team. Remember, this team is built for action in the UU environment. So don't say stuff like, "Cressy wallz ur teem" or "Ttar > ur taem".
Until wii meet again,

PS: Happy new year, everyone.
