NTSC and PAL versions

I'd love to modify a Melee ISO and access stuff like C-stick in 1P or in develop mode, competitive settings by default, etc. and I was wondering if all of this goodness is accessible to PAL players ? And if it's not, is there a way to have all of this + PAL character differences into a NTSC version ?

Most of the mods you mentioned are available for pal in this thread. The first post has instructions on exactly what you need to do.
