We still don't know to what extent. And SLer shouldn't be allowed regardless of how easy it is to use. It's a goofy feature like bunny hood mode, and should be treated as such.

This honestly doesn't affect the discussion much at all, it's not hard for TOs to just unlock one piece of equipment that has this effect.

And generally, no, it shouldn't be allowed. The game is balanced around it not being in, and most characters function just fine without it. If you allowed it you might make a couple characters more viable (Charizard for example, who obviously should have autocancel on his Nair but inexplicably doesn't), but you'd almost certainly also create some situations that are just completely broken in terms of risk / reward. Yoshi Dair being totally safe on shield? Insta-god tier.

I'm not sure why some people have such a hard time wrapping their heads around the fact that some attacks are not meant to be safe on whiff / block.

I won't make an argument for or against the use of smooth lander, but being able to transfer custom characters doesn't solve the issue people had with the equipment in the first place, which is random stats and the very low drop percent to get it. Couple that with the fact that there are going to be players who have only a Wii U and no 3DS, this essentially means every TO is going to need lander equipment on their Wii U saves anyways since the 3DS transfer characters can't be edited currently.
