Not sure how to apply to contribute

I'm a developer looking to contribute to Project M. I went to smashmods but I'm not sure how to create a user so I can do one of those application things. Also, I'm not sure where the applicants got the questions from. Is there an updated guideline for applying for contributing to the codebase?
