Never played any kind of super smash before the 3ds one so I'm very new. (did play brawl with my friends but I was Kirby down B spammer just for LOL) One of the things that I have trouble figuring out is how to hit a player that is grabbing onto a ledge. Can I hit then from platform or do I need to jump and hit him in the air? Still have so much to learn about the game and sheik might be too advanced for me to play... Any other characters that I can build myself up before being able to fully utilize sheik?

The simple answer would be
Down tilt
Side B (or grenade)
Down B when properly spaced
Neutral B if you do a aerial needle
Up B ...I think...

But that's not going to help you, what would help you is changing your mindset. Instead of thinking 'how can I hit them' think 'how can I punish them for grabbing the ledge. Learn how to better punish people when they try to get back on stage from the ledge and you will do much better.
