IIRC all of Project M's default stages are integrated with a camera specifically tailored for 3.0.

However, if I use a custom stage (for example,a stage from Brawl Minus) over a P: M stage, will that stage have 3.0's camera or no? Also, if I move a P:M stage over another stage, will it retain the camera?

What I want to find out is the difference in having a custom stage versus the default stages (i.e. lag, camera, etc.)

The camera data is located within the stage's file. If you take a brawl- stage and place it over a P:M one, it will not have the P:M camera. You'd need to modify the newly ported stage to have said proper camera. As for porting one P:M stage to another, as stated before, the camera is located within the stage's file itself, so it will retain the P:M camera.

Ok, that's what I figured.

Is there a tutorial on to how to modify a stage to feature P:M's camera?
