New to Project M/Wii mods in general, need help with custom character skins

Hey Smashboards, first time poster here. I recently installed project M (hackless) after playing it a friends house, and would like to download some custom character skins for it. I found a tutorial on youtube which asked my to navigate to private>wii>app>RSBE, but the folder it asks me to access next doesn't exist. Does anyone know what I need to install this skin?

The skin I'm trying to install is a Toon Link skin based on Dave Strider from Homestuck. It came as a .rar file, if that helps.

Download Brawl Costume Manager and just drag the .pac or .pcs file in the rar over the picture of toon link you're replacing. If the rar comes with CSPs (a big image, it's the character select screen portrait and the results screen portrait), place that over the top left and bottom right image on the toon link you're replacing. If it comes with a BP (a small picture usually only the face which is what is shown by your stocks during a fight) then replace the top right image. There are a lot of good youtube guides. In particular, check out Thehyta's.

You might want to tell him how to decompress the .rar file first.

True, to decompress .rar files you download winzip or 7zip and right click it -> extract to (file name)
