Yes, just confirmed by the Dojo! It comes from MOTHER 3, where late in the game you fight the Pig King. It is noticably the last destination in MOTHER 3, and is a storybook like city (it's flat, and it's basically all billboards). Well, at least in Brawl it is.

From wat I can tell, it could be tournament/competitive play legal. It has average platforms (though in odd, but neat positions), but this Ultimate Chimera thing...bleah. Hopefully it's weak like Birdo, and doesn't kill the stage experience. Not a bad stage at all, but I'm VERYYYY DOUBTFUL!
But, that's just me.
Meah, don't know wat to think of it. Hopefully that Ultimate Chimera thing doesn't appear too much, or distract too much of the game. I don't honestly know wat to think of this stage. Hopefully it is playable at E for All, because I am confused on this stage! From Sakurai and the Smash Dojo!

New Pork City
The scale of this stage is one of the grandest in the Smash Bros series. The scale is, say, about as same as that Temple stage—you know the one I’m talking about?
It’s New Pork City.
It is a city of chaos.

It’s too detailed to fully understand...

The buildings are like...billboards?
At any rate, it’s big, so if all someone does is run away, there will be no end to it. But with so much freedom, it becomes a giant playground.

There’s quite a lot of freedom.
Also, a monster known as the "Ultimate Chimera" appears on this stage.

The-there it is!
If this guy sinks his teeth into you, it will launch you off in one blow. It’s pretty much certain that if you get hit, you’ll lose a life. But there’s nothing you can do. I mean, it IS the Ultimate Chimera.
