I can't help but feel that it's because the "Competition Committee" (who elected these people btw?) doesn't have the balls to tell well known players that their face plate is competitively unethical, and they just don't want to step on any toes. Either that or they don't know enough about the game to realize the advantages of unlimited case mods.

Hack melee via memory card to fix shield drops and backdashes (making virtually all controllers viable), and keep TOs in charge of the memory cards. This is easily the best option for the future of the game. All the other options flat out MAKE TECH EASIER instead of simply fixing controller variance.
