I was practicing Melee against a level 9 Pikachu on the 20XX Training Hack Pack 4.05, and Pikachu hit me (I was Marth) with either a down smash or an fsmash I don't remember which but right when the hitstun ended I double jumped and it brought me the height of a normal jump. Has this ever happened to any one else?

If you spam jump then it makes sense since you wouldn't have gotten the maximum height of your first jump.

That happens when you get hit while you're laying on the ground, with a move that does >7% damage. You'll get sent up with the same momentum as if you were hit normally, but you won't be in hit stun and you can act immediately.

You can test this with Falco's shine. Stale the shine a bit, then knock a player to the ground, shine the knocked down player and watch anti-gravity happen.

Edit: I meant laying on the ground, not just grounded.

This isn't necessarily true; it's move-specific rather than percent-specific. If you get hit with something like Falcon's stomp or D-Tilt (both moves that deal more than 7%) you will be put into hitstun, but if you get hit with something like Ness's Dash Attack (first hit is 5%, two and three are 4%) or Pika's D-Smash (2% for hits 1-6, 3% for last hit) you can get launched without stun if you are lying on the ground. It may have something to do with the game's "special effects" since people tend to get popped up with no lag from moves with fire or electricity (Raptor Boost, Falco's Shine, etc.) and they are known to have some jank effects on the game (Roy's counter trajectory, for example), but that's pure speculation.

It has to do with how jab resetting was coded. Jab reset happens based on %. When a jab reset move has too much knockback so that you don't just stay on the ground, you fly into the air like this. This is why it is dependent on how stale Falco's shine is for this to happen.

Pikachu probably did a d-smash and one hit knocked you down and another launched you up with no hit stun. It might requires some strange inputs on the stick like holding down and then holding up.

I see this happen a LOT when I play against my casual roommate and he just spams Pikachu's dsmash. So I'm pretty sure you're right that one hit knocks you down then the next knocks you up, but I don't think it requires a weird input.
