Netplay problem

So I downloaded this 4.0-652 of dolphin emulator and I followed the steps to setup netplay and I even have revision 1.02 of melee but when I try to start the game it gives me this error.
"Failed to load D3DCompiler_42.dll, update your DX11 runtime please"
Wtf does this mean?
I can smoothly play the ISO on a regular dolphin emulator build no problem?
what's going on ?
