Netplay lagging on my computer

. i can already play melee offline at 60 fps with no lag however when i get into a netplay match my dolphin starts lagging.
pc spec:
pentium g3258
16 gb ddr3 ram
nvidia gforce 950
1tb hdd(idk how the hard drive affects anything tho)
any help is appreciated

i am using a ethernet cable i have 64 mbps download and a 11.5 mbps upload i tested it three times and each result is about the same (less than 1 difference)
