This tech is useful for an extremely risky mixup as your oppenent will not expect you to be able to act out of PKT so quickly. What is happening here is that if you aim PKT downward towards the stage, Ness will go into a "Downed" animation. However, if you aim your Thunder right at the ledge, you will cancel the "Downed" animation and you are able to do any followup out of it.
