Everyone says that Lucas is better. WRONG. Here's why.
Ness's Smash moves are better because they're stronger. And his yo-yo moves go all the way around him to act as a shield. His PK Fire is a multi-hit while Lucas's hits only once not to mention that it goes diagnol while in the air while Lucas's goes straight. PK Flash is slower but almost gaurantees a KO PK Freeze is faster but only freezes the opponent for a second and causes minimal damage. Ness's PK Thunder is faster and can push an opponent off the stage while Lucas's goes through an opponent and can cause him to suicide much easier with PK Rocket then Ness. PSI Sheild is an easy win for Ness. His goes all around him and Lucas's is only in front leaving him vulnerable in the back. With his Final Smash Ness's can hit opponents that are flying off the stage creating a combo while Lucas's is easily seen coming and can be dodged. Overall Ness is better. Except it!
